Would this server rack be able to house my 45Drives HL15?

Yes that will work fine.
Do you really need 25U? Is this going in a conditioned space where you’ll be removing heat from the room? I just ask because I bought one about that size (27U) but am finding that something smaller (15U-18U) would have been sufficient. 25U if you fill it can put out quite a lot of heat.
I need the HL15 to be higher up off the ground due to the cable runs being terminated about 6 feet off the ground. I have a 12U rack that is wall mounted but it can’t support the weight when you add in the already racked items and I don’t think that one is deep enough.
It’s all in my utility room in my basement so heat isn’t a big concern in that room.
Well 25U isn’t 6 feet, but I’m sure you just mean you’ll be running patch cables between the two racks.
