What leads you to thinking the Xeon Gold 6132 is the most powerful processor the full build will work with?

The full build base Xeon 3204 will be fine for me as a file server and a few containers. Personally, I am most interested in the value proposition of 1st gen Skylake more so than the modest performance boost but greater cost of the 2nd gen. I am also waiting to see how much extra headroom the stock power supply has for a cpu upgrade down the road.
Does anyone know if there is an Epic based motherboard that fits the case size but carries support for dual sockets? I can only find extended ATX form factor so far.
My suspicion is that you aren’t going to find that. It’s hard to even fit a single sockets worth of DIMM slots on an ATX; let alone 2 sockets, DIMM slots for both, and all the extra PCIe traces. If you need more than 128 cores, I’m not sure this chassis is going to have the cooling to support that anyway.
